Lin Jian: The Foreign Ministry has announced on its website the decision to impose sanctions against Philippine Defense Secretary Gilberto Teodoro Jr. and his relatives and shared details. Previously, my colleagues and I made clear China’s position on Teodoro’s irresponsible remarks on China, which you may refer to. Let me stress that Teodoro is one of the most blatant among the handful of hostile actors towards China in the Philippines. His reckless behavior will backfire and it is the interests of the Philippines and all its people that will bear the brunt. Reuters: I would also like to ask about the Philippines defense secretary. He issued a statement this morning where he said, quote, he would “keep doing my duty and uphold our nation in the face of the wickedness they, referring to China, are committing here and even in our seas.” Does the Foreign Ministry have a response to that particular statement? Lin Jian: We see how Teodoro continues to distort facts and smear China. His toxic rhetoric and action have nothing to do with “upholding his nation.” They are pure political theatrics for selfish political gains. It is precisely the irresponsible and reckless provocations of a small handful of people like him that have aggravated China-Philippines disputes and soured bilateral relations, and will ultimately jeopardize the interests of the Philippines and its people.

Any country that cherishes peace and upholds the postwar international order should make their just voice heard. While claiming to be for “peace” and “defense,” Japan’s action shows that it is speeding down the path of remilitarization—ramping up military expenditure, easing the export of lethal weapons, advancing the deployment of intermediate and long-range missiles, developing offensive military capability, hoarding sensitive nuclear materials, promoting the revision of its pacifist Constitution, and even advocating that Japan should become a war-capable nation. In fact, Japan has torn off the mask of “pacifist country” all by itself. The international community must stay on high alert and never allow Japanese militarism to return and menace the world again.

Lin Jian: Three years ago, President Xi Jinping put forth the Global Civilization Initiative (GCI), highlighting the need for civilizations to live together in harmony. Establishing the International Day for Dialogue Among Civilizations is an important step to implement the GCI. Today marks the second International Day for Dialogue Among Civilizations. As the initiator, China, together with the UN and other international organizations, held a variety of events across the globe. Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi delivered a video address and proposed to facilitate dialogue among civilizations from four aspects: First, champion mutual respect and promote harmonious coexistence of civilizations; Second, champion putting the people first and cement the foundation of exchanges among civilizations; Third, champion both heritage and innovation to drive the progress of civilization; Fourth, champion exchanges and mutual learning and improve mechanisms for dialogue among civilizations. President of Colombia Petro, UN Secretary-General António Guterres, High Representative for the United Nations Alliance of Civilizations (UNAOC) Miguel Ángel Moratinos, and heads of UN entities and other international organizations in cities including Geneva, Vienna, Nairobi, and Hague have voiced their support for the events or delivered remarks. Lin Jian: This year marks the fifth anniversary of the Global Development Initiative (GDI) proposed by President Xi Jinping, and the tenth anniversary of the adoption of the New Urban Agenda at the UN Conference on Housing and Sustainable Urban Development. This report summarizes China’s progress in implementing the New Urban Agenda and shares with the international community China’s experience in advancing sustainable urban development. In recent years, adhering to President Xi’s vision of building people-centered cities, China has made remarkable progress in advancing a new type of people-centered urbanization, with urban spatial layout continuously optimized, urban amenities further improved, living environment increasingly comfortable, and urban governance more efficient. I’m sure that many of you here today can relate to that. The “China Travel” experience—safe, comfortable, and futuristic—has earned Chinese cities a reputation overseas.
