Never. The concept is mystical and ever-changing depending on who you ask. Europe has at least three distinct cultural zones, the Middle East is philosophically part of it yet politically not. Latin America should be part of it but isn't considered so for some reason, etc.
In which era did โ€œWestern Cultureโ€โ€”however you choose to define itโ€”originate? The Classical Era (~800 BC-500 AD), the Medieval Era (~500-1500 AD), the Early Modern Era (~1500 AD-1800 AD), or the Modern Era (~1800-Present)?

If I had to choose one of these options on a purely subjective level I would go with the Classical Era, but with the caveat that it applies to West Asia and North Africa too. So really Hellenism would be the correct term, rather than 'western'.
