🚨Breaking: President Trump is expected to issue an executive order as soon as this week to fire the members of the Postal Service's governing board and place the agency under the control of the Commerce Department. The U.S. Postal Service (USPS) reported a net loss of $9.5 billion for fiscal year 2024. This was an increase from the previous year's loss of $6.5 billion. 1. USPS Must Process and Deliver Mail Efficiently (39 U.S. Code § 403) Legal Requirement: Under 39 U.S. Code § 403, the USPS is obligated to: Provide prompt, reliable, and efficient services to all areas, including rural and remote locations. Ensure mail is processed and delivered as quickly as possible, using modern systems and logistics. Maintain fair and uniform service standards regardless of location or economic status. What This Means: The USPS cannot intentionally slow down mail processing without justification. Service disruptions due to mismanagement, inefficiency, or policy changes could violate this law. Congress and the Postal Regulatory Commission (PRC) oversee USPS operations to ensure compliance. Accountability: The USPS must report service performance metrics to the PRC. If USPS fails to meet delivery standards, it may face investigations, regulatory action, or congressional oversight. 2. Delaying Mail is a Federal Crime (18 U.S. Code § 1703) Legal Consequences for USPS Employees: Under 18 U.S. Code § 1703, any USPS employee who knowingly or willfully: Delays, destroys, detains, or opens any letter, package, or mailpiece entrusted to them without authorization can face criminal charges. Penalties: A convicted USPS worker may face fines and/or up to five years in federal prison. If mail is stolen or destroyed in the process, additional theft or obstruction charges may apply. Examples of Violations: A postal worker hoarding or stashing mail instead of delivering it. Intentionally slowing delivery as a form of protest or misconduct. A USPS manager ordering slowdowns that result in delayed processing. Enforcement: The U.S. Postal Inspection Service (USPIS) investigates mail delays and misconduct.
