Leaders can lower the total costs of solar panels with smarter laws. The U.S. needs to reduce regulatory barriers to wind, solar & storage to meet demand. Yes, reducing demand with energy efficiency is #1, but #2 should be generating/storing energy in terms of Terawatts.
