The biggest challenge facing the integrity of carbon offset markets has always been the "additionality" criterion. Additionality means that the tons of emissions reductions or carbon sequestration can be traced back to the incentives created by the offset market.
But in my defense I have consistently pointed out the challenges in effectively designing and implementing carbon offset markets, challenges that we have simply never faced up to.
Additionality is critical because there are so many billions of tons of "emissions reductions" and "carbon sequestration" happening regardless of carbon offset markets. Allow them into the market and it loses its environmental integrity.
