Copies of birth certificates are not free and take time to get. Any cost to registration is, de facto, a cost to vote and hence a poll tax, even if you are not paying at the poll. Those with name change will not have name match on id to birth certificate. Hence concern for married women. And people like JD Vance. Not all citizens have birth certificates available, eg, home birth or naturalized citizens. Also, Real ID is not proof of citizenship. Also, sure, if you are registered you have no need to worry.
