@FrankGashumba was honestly taken out of context. The clip circulating is an OLD clip that is part of a full statement during the time when Frank and several indigenous Ugandans were being persecuted denied fair immigration services by our own Ministries and
@DCICUg. Am a witness to such segregation and a victim. Since then, you have made very important changes in that department and His Excellency released a New Directive last year to rectify the anomalies highlighted by Gashumba.

Gashumba only cautioned that IF the matters of harassment of ANY minorities persists in Uganda, it shall cause Uncalled for Resistance and uprisings NOT only from minorities such as Ugandan Tutsis, Hima etc, uprisings Such as M23 (these are factually Ugandan and Makenga is from Kayunga here) but several others CAN arise in Uganda, because it has happened before. Sultan Makenga, is doing what every Ugandan Pan African Patriot always does, we go out to Africa and HELP those who are sidelined, and it was in CONGO that such segregation was happening then,,, BUT what Gashumba was asking is "What if such Segregation happens or continues in Uganda, then there is a RISK that M23 (and any marginalized group) can begin what they are doing in Congo. Gashumba did NOT in anyway say Himself shall be part of it, but used Facts about what was happening.

President Museveni issued an Executive Order to protect the citizenship and immigration rights of the Abavandimwe (Banyarwanda) community. The directive stops the arbitrary denial of passports and national identity cards. It establishes local verification and presumption of citizenship to prevent community members from becoming stateless. While meeting the Banyarwanda (Abavandimwe) community on Wednesday 25th June 2025 at State House, Entebbe, the President emphasized that individuals who have lived in Uganda for decades and are verified by local authorities, should be fully recognized as Ugandans.
“The people who have been here for generations, and are known by their communities, should not be harassed or denied services. They deserve respect and their rights,” President Museveni said. He underscored that Ugandan citizenship whether by birth, registration, or naturalization is a constitutional right and should not be denied through bureaucratic delays or unlawful scrutiny.
“By the 1950s, when I was growing up in Ntungamo, we the Bahooro were already part of Uganda. The 1995 Constitution is clear—those who were here by 1926 are citizens,” he noted.

Key directives include; Verification through local leadership: Applicants with endorsement letters from LC1, LC3, GISO, and RDC should be deemed legitimate citizens.
