The answer is no. This referral was heard Friday night with little to no public comment — except for 3 major ESA supporters. Its intent is to stop the ESA reform initiative being pushed by teachers.

Last night the legislature referred an ESA ballot measure that is equal parts brilliant and devious. Brilliant in that it is, and will be framed as a protection measure for ESA military families. Devious in that the actual purpose is to kill a competing ballot measure that would add some restrictions to the ESA program even if passed by Arizona voters.

NEW: In a contentious late-night vote, state lawmakers placed a measure on the November ballot that, if passed by voters, would significantly alter voting in Arizona. It would require voters to provide ID to cast a mail ballot, among other changes. Read: votebeat.org/arizona/2026/06…
