2. Immigrant Healthcare Spending Is Tiny
Undocumented immigrants are barred from Medicaid and ACA subsidies under federal law.
The only federal requirement is emergency care (EMTALA) — hospitals must stabilize anyone, citizen or not.
States like California or New York have small programs covering undocumented residents, but those are state-funded, not federal.

3. Who Actually Benefits More From Federal Spending?
The bulk of healthcare spending (Medicare, Medicaid, VA, CHIP) goes to U.S. citizens. In fact:
Seniors (mostly citizens) consume the largest share of healthcare costs.
Immigrants, especially undocumented ones, tend to be younger and healthier, and studies show they use fewer health services per capita than citizens.

Projection → blame Democrats for “hurting citizens,” while shutdowns (led by GOP internal fights) actually harm citizens (unpaid federal workers, delayed services, stalled benefits).
Deflection → pivot to immigrants to avoid admitting dysfunction in Congress.
Strawman → twist “healthcare access” into “Democrats love illegals more than citizens.”
Appeal to emotion → stoking fear that resources are stolen from Americans.
False equivalence → equating a shutdown (Congressional gridlock) with immigrant health policy.
