Government wants to make reclamation easier and change the Protection of the Harbour Ordinance. We don’t oppose exempting small reclamations which enhance enjoyment of the harbour. We object to changing responsibility for the burden of proof away from Government.

HK is the only place where defending masks is conflated with keeping them mandatory. These are separate issues. Masks work when worn properly in certain situations, but making it illegal not to wear one is frankly anachronistic by now.
