This message announces the Fiscal Year 2027 (FY27) Commandant's Professional Intermediate-Level Education Board (CPIB) convening on 04 August 2026 as part of the Commandant's Education Board (CEB). The purpose of this message is to announce the available programs, eligibility criteria, and timelines for the CPIB execution. 1.a. Changes. In accordance with reference (g), effective 1 April 2026, Headquarters Marine Corps sponsored non-promotion boards will have access to official military personnel file (OMPF) photographs during the conduct of non-promotion selection boards. 1.b. A photograph is considered current if the photograph is taken 365 days prior to a selection board's convene date. It remains the Marine's responsibility to ensure a current photograph is in their Official Military Personnel File (OMPF) no later than 10 business days prior to the board's convene date for which they are eligible. 1.c. Reference (h) modifies the Height and Weight requirement to a Waist-to-Height Ratio (WHtR) requirement. At present, there is no method for the Digital Boardroom to pull current WHtR information aside from an officer's official photograph or fitness reports. Accordingly, Marines will not be viewed negatively solely because a current WHtR measurement is not available to the board. However, previous Height and Weight measurements contained within a Marine's record will be considered, as well as any fitness reports that were processed with a WHtR directed comment. 1.d. Advanced Civilian Schools Program (ACSP) a. ACSP provides officers the ability to devote a year as a resident student to complete a master's degree of their choice while maintaining career progression. Participants are highly encouraged to pursue areas of study and research topics of interest to the Marine Corps. b. Limited to no longer than 12 months and qualifies as partially funded education per reference (a). c. Selected officers will receive their regular pay and allowances, but application fees, tuition, and matriculation fees, cost of textbooks and materials, and all similar fees and expenses will be borne by the officer. d. No utilization tour is required. The officer's follow-on assignment will be based on the needs of the Marine Corps and the participant's career progression. e. Interested officers are required to have current GRE scores unless proof is provided the GRE is waived. 4.c.6. Regional Affairs Officer Program (RAO) a. Officers interested in the RAO program must be a major or major select having between 9 and 15 years of commissioned service by June 2027. b. Interested officers must submit a statement highlighting interest in the RAO program, to include planning experience with partner nations, regional exposure, desire to serve as a RAO, and clarification on regional preferences. c. OSP is a strategic leader development program for top performing officers of the U.S. Armed Forces. The program provides outstanding Marine Corps officers an unsurpassed opportunity to achieve fluency in a foreign language, pursue graduate study in that language at an overseas university, and acquire an in-depth understanding of foreign cultures, thereby further equipping them to serve in positions of great responsibility as senior leaders in the Marine Corps. b. Limited to officers with no more than 13 years and 6 months of total Federal service as of 1 April 2027. Time at service academies does not count. c. Limited to the following PMOSs, as determined by the Foundation: 02xx, 03xx, 0402, 0602, 0802, 1302, 17xx, 1803, 3002, 4502, 5803, 60xx, 66xx, 7204, 7209, 7315, 7318 and 75xx. d. This message announces the Fiscal Year 2027 Commandant's Career-Level Education Board (CCLEB) convening on 04 August 2026 as part of the Commandant's Education Board (CEB). The purpose of this message is to announce the available programs, eligibility criteria, and timelines for the CCLEB execution. 1.a. Changes. In accordance with reference (g), effective 1 April 2026, Headquarters Marine Corps sponsored non-promotion boards will have access to official military personnel file (OMPF) photographs during the conduct of non-promotion selection boards. 1.b. A photograph is considered current if the photograph is taken 365 days prior to a selection board's convene date. It remains the Marine's responsibility to ensure a current photograph is in their Official Military Personnel File (OMPF) no later than 10 business days prior to the board's convene date for which they are eligible. 1.c. Reference (h) modifies the Height and Weight requirement to a Waist-to-Height Ratio (WHtR) requirement. At present, there is no method for the Digital Boardroom to pull current WHtR information aside from an officer's official photograph or fitness reports. Accordingly, Marines will not be viewed negatively solely because a current WHtR measurement is not available to the board. However, previous Height and Weight measurements contained within a Marine's record will be considered, as well as any fitness reports that were processed with a WHtR directed comment. 1.d. This message announces the Fiscal Year 2028 (FY28) Reserve Affairs Manpower Management (RAM) Active Reserve Special Duty Assignment (SDA) Campaign and provides coordinating instructions for requesting billets as a Prior Service Recruiter (PSR), Drill Instructor (DI), or Marine Combat Instructor (MCI). The SDA Campaign outlines the timeline of the FY28 voluntary and involuntary assignment periods. 2. Background. A successful SDA tour is a hallmark of a competitive Marine and makes him or her exceptionally qualified for promotion. The goal of the FY28 SDA Campaign is to fulfill all SDA requirements with volunteers by building upon the sustained volunteerism of recent years. During the IVAP, Marines not identified for screening may request assignment to an SDA as a volunteer. However, these volunteers will no longer have priority for assignment and may be restricted by Primary Military Occupational Specialty (PMOS) requirements. 5. Eligibility 5.a. Reference (a) contains the complete list of eligibility and screening criteria. 5.b. Corporals through gunnery sergeants must not exceed Enlisted Career Force Controls (ECFC) limits prior to 30 September 2031 per reference (b). Corporals may only volunteer for MCI and PSR duty. 5.c. Marines must have a minimum of 24 months time on station prior to their FY28 class report date. Eligible Marines are encouraged to contact their career counselor and monitor for more information. 5.d. Marines who have executed a lateral move into their present MOS are not eligible to submit for voluntary assignment unless they have completed a minimum of 36 months in that MOS prior to the class start date. 5.e. Marines who have previously completed an SDA are eligible to serve on a second tour depending on the PMOS population supportability. Marines must have been in their PMOS for a minimum of 24 months prior to their class start date. 5.f. Marines who wish to volunteer for assignment to an SDA must submit an "SDA Reenlistment (RELM)" using the Total Force Retention System (TFRS) to Headquarters Marine Corps, Reserve Affairs with the assistance of the unit career counselor. Career counselors should include a comment in the RELM about any preferences a Marine may have (SDA type, duty locations, and class dates). 5.g. To be identified as an SDA volunteer, Marines must have a completed "SDA RELM" submitted in TFRS and received at HQMC (RA Retention) before 12 February 2027 and request assignment to one or more of the following duties: PSR, DI, or MCI. Marines who desire to volunteer should plan accordingly; package signature dates will not be used to determine a Marine's volunteer status. 5.h. Eligible Marines volunteering for PSR duty are required to conduct an interview with the PSR Career Recruiter closest to their location using the PSR screening addendum. Telephonic screenings are authorized. However, interviews should be conducted in person to the greatest extent possible. The last page of the addendum must be signed by the career recruiter, and the entire addendum must be attached to the SDA RELM to include all endorsements. Requests will be routed to CMC (RAM) via TFRS for adjudication. 8. Noncompetitive Active Reserve corporal to sergeant PSR promotions 8.a. All eligible corporals attending the Basic Prior Service Recruiter Course are eligible for non-competitive promotion to sergeant with a date of rank effective on the first of the month after checking into their new duty station when meeting the below criteria. Corporals who do not meet the below criteria upon checking into their new duty station may be promoted non-competitively to sergeant with a date of rank effective on the first of the month after satisfying the below criteria. 8.b. The purpose of this MARADMIN is to solicit qualified Marines to screen for the Joint Special Operations Command Intelligence Brigade (JIB). All Marines assigned to the JIB must meet specific and very stringent criteria mandated by the JIB. 2. The JSOC Intelligence Brigade organizes, trains, equips, retains and employs highly qualified Joint Service intelligence professionals in support of JSOC to facilitate the conduct of exercises, training, and the development of doctrine for Special Operations Forces intelligence operations. The JIB drives JSOC's targeting enterprise by illuminating the enemy with unfailing precision for prosecution by the most elite and surgically employed combat forces in the world. The JIB is one of only a handful of organizations that maintains the mandate to recruit, assess, and select each of its members. Every member of the JIB is selected and hired by current members of the Brigade. 3. An assignment within the JIB is widely recognized by service components and promotion boards as one of the most challenging and career-enhancing in all of DoD. JIB promotion rates routinely exceed the average of each service, and some JIB billets are eligible for joint credit. Whether training or deployed, JIB members work in a professionally demanding environment that affords military members the opportunity to see direct results from their work.
