Div Com Kashmir reviews SMRDA Projects, Stresses timely completion of Development Works SRINAGAR, JUNE 09: Divisional Commissioner Kashmir, Anshul Garg, on Tuesday chaired a high-level review meeting of the Srinagar Metropolitan Regional Development Authority (SMRDA) to assess the physical and financial progress of ongoing developmental projects. The meeting was attended by the Deputy Commissioner Ganderbal, Commissioner Srinagar Smart City Limited (SSCL), Vice Chairman Srinagar Development Authority (SDA), Additional Deputy Commissioners of Srinagar and Budgam, Chief Engineer R&B, and senior officers of SMRDA. During the meeting, SMRDA Officers presented comprehensive presentation outlining the status of various projects being executed through different implementing agencies. It was informed that a total Capex outlay of ₹2,702 lakh has been approved for the financial year 2025-26, against which ₹846 lakh has been released. The meeting was informed that out of 15 ongoing projects, one project has been completed both physically and financially, while seven projects have achieved physical completion. Additionally, six more projects are expected to be completed by the end of the financial year 2026-27. On the occasion, The Div Com reviewed key infrastructure projects, including the upgradation of the General Bus Stand at Parimpora, upgradation of Transport Nagar at Parimpora under the SASCI Project, construction of community facilities and community halls in various parts of Srinagar, and several developmental works in Ganderbal and Budgam districts. Emphasizing the need for accelerated execution, Anshul Garg directed the concerned agencies to ensure timely completion of all projects and maintain quality standards. Div Com Kashmir reviews Flood Mitigation Preparedness, Disaster Management Readiness across Districts SRINAGAR, JUNE 08: In view of the impending monsoon season, Divisional Commissioner Kashmir, Anshul Garg, on Monday convened a high-level meeting with Deputy Commissioners of the Valley to review flood mitigation measures, disaster preparedness, and the status of emergency response infrastructure across the region. The meeting was attended by Deputy Commissioners, senior officers from the State Disaster Response Force (SDRF), the Irrigation Department, and the Assistant Commissioner Central. During the review, the Divisional Commissioner assessed the preparedness of districts with regard to updating the India Disaster Resource Network (IDRN) inventory, formulation of contingency plans, availability of rescue shelters, identification of flood-prone villages and low-lying areas, network shadow zones, and the availability of satellite communication sets with field officers. He also reviewed district-wise data on operational helipads, boats, dewatering pumps, awareness programmes, and mock drills conducted to enhance disaster response capabilities. Emphasising the need for proactive preparedness, the Divisional Commissioner directed all Deputy Commissioners to replenish critical resources and ensure timely updating of the IDRN portal with details of rescue equipment and other essential resources. He further underscored the importance of round-the-clock functioning of District Emergency Operation Centres and instructed district administrations to formulate comprehensive contingency plans to facilitate swift rescue operations and effective flood mitigation during emergencies. To strengthen inter-agency coordination, he directed the district administrations to share the geographical coordinates of all operational helipads with the National Disaster Response Force (NDRF), SDRF, Police, and the Army. Special instructions were issued to the district administrations of Ganderbal and Anantnag to undertake Yatra-specific disaster management preparations to ensure the safety and security of pilgrims during the forthcoming pilgrimage season. The Divisional Commissioner also instructed the Deputy Commissioner Baramulla to facilitate the allotment of land for the establishment of a permanent SDRF deployment at Gulmarg, aimed at enhancing emergency response capacity in the tourist destination. Also, he urged all Deputy Commissioners to convene meetings of their respective District Disaster Management Authorities (DDMAs) to strengthen inter-departmental coordination, optimise resource sharing, and sensitise all stakeholders regarding disaster preparedness and response mechanisms. *Updated* Div Com Kashmir reviews Muharram-ul-Haram arrangements Calls for seamless coordination among Departments, Stakeholders SRINAGAR, JUNE 06: Ahead of the forthcoming Muharram-ul-Haram, Divisional Commissioner Kashmir, Anshul Garg, today chaired a high-level meeting of senior officers and stakeholders to review preparedness and ensure the smooth, peaceful and hassle-free observance of religious rituals and processions across the Valley. The meeting focused on assessing civic, infrastructural, logistical and administrative arrangements required during the holy month, with special emphasis on inter-departmental coordination and sustained engagement with community representatives. During the meeting, MLA Budgam, Aga Syed Muntazir Mehdi, representing Anjumani Sharie Shian Darul Mustafa Budgam, highlighted several issues requiring attention in Shia-dominated areas to facilitate mourners. He stressed the need for uninterrupted electricity and drinking water supply, macadamization and repair of roads, functioning street lighting, and adequate deployment of medical personnel at major religious venues. Several other representatives including Abid Hussain Ansari (JK Shia Association), Syed Muzamil Rizvi (Yaad Gari Hussaini, Srinagar) and Showkat Ali Wani (Anjumani Sharie Shian Yousufabad Budgam) also projected a range of requirements, including enhanced sanitation and cleanliness measures, fumigation drives, availability of firewood, ration and LPG supplies, mitigation of the stray dog menace, deployment of water tankers, streamlined permissions for religious events, comprehensive traffic management plans, identification of parking spaces, and provision of shuttle services between parking areas and procession routes. Emphasizing the importance of close coordination among all stakeholders, the Divisional Commissioner directed all Deputy Commissioners and concerned departments to designate nodal officers and share their contact details with community representatives to ensure effective communication and prompt resolution of issues.  The Deputy Director Planning, Divisional Commissioner’s Office, was designated as the Divisional-level Nodal Officer for coordination and monitoring of arrangements. Garg instructed Deputy Commissioners to prepare detailed district-wise checklists of requirements and ensure that all short-term issues are addressed on priority. He further directed that larger developmental concerns raised by stakeholders be incorporated into future planning frameworks. To facilitate smooth movement of mourners and processions, the Divisional Commissioner directed the preparation of a comprehensive list of roads requiring repair and macadamization in Shia-dominated areas and instructed the concerned departments to ensure timely execution of necessary works. The Public Health Engineering (PHE) Department and Kashmir Power Distribution Corporation Limited (KPDCL) were directed to ensure uninterrupted water and electricity supply throughout the Muharram period. Additional water tankers shall also be deployed in areas witnessing higher demand. The Divisional Commissioner further directed the concerned departments to ensure adequate availability and timely distribution of essential supplies, including firewood, ration and LPG, in areas where demand is expected to increase during the observance. Underscoring the importance of sanitation and public hygiene, Garg instructed the Srinagar Municipal Corporation (SMC) and other urban local bodies to undertake special cleanliness drives around Imambaras, congregation sites and procession routes. The Health Department was directed to deploy sufficient medical teams, ambulances and emergency response units at key locations and augment manpower, particularly in Srinagar and Budgam districts, to provide timely medical assistance to mourners. The Divisional Commissioner also called for comprehensive traffic management plans, identification of suitable parking areas, and deployment of shuttle services wherever required to facilitate smooth movement of devotees and minimize inconvenience to the general public. To ensure the peaceful conduct of all religious events, Garg stressed the need for foolproof security arrangements through close coordination among Police, civil administration and security agencies. Reiterating the administration’s commitment to facilitating the observance of Muharram-ul-Haram, the Divisional Commissioner urged all departments to put in place the requisite arrangements well in advance and work in close coordination to ensure that all religious gatherings and processions are conducted smoothly, peacefully and with utmost convenience for devotees. Div Com Kashmir reviews arrangements for Mela Mata Kheer Bhawani Directs departments to ensure comprehensive facilities for Devotees SRINAGAR, JUNE 06: Ahead of the annual Mela Mata Kheer Bhawani, Divisional Commissioner Kashmir, Anshul Garg, on Saturday chaired a high-level review meeting to assess preparedness and ensure seamless arrangements for devotees visiting the revered shrine at Tulmulla, Ganderbal, as well as other prominent temple sites at Tikker (Kupwara), Manzgam and Devsar (Kulgam), and Logripora (Anantnag). The meeting was attended by the Deputy Commissioners of Ganderbal, Srinagar, Kupwara, Kulgam and Anantnag, along with senior officers from the Health Department, Food, Civil Supplies & Consumer Affairs (FCS&CA), Kashmir Power Distribution Corporation Limited (KPDCL), Public Health Engineering (PHE), Tourism, Transport, Fire & Emergency Services, Srinagar Municipal Corporation (SMC), Jammu & Kashmir Road Transport Corporation (JKSRTC), Relief and Rehabilitation Department, and Police. Representatives of various Kashmiri Pandit organizations, including Soan Kashmir Front and Mata Kheer Bhawani Ji Yatra Welfare Society, also participated in the meeting and shared their suggestions regarding the conduct of the annual festival. During the meeting, representatives briefed the Divisional Commissioner about the schedule of religious events and highlighted requirements relating to transportation, accommodation, tentage, mobile toilet facilities, blankets, uninterrupted power supply, drinking water, sanitation and illumination of temple premises. Reviewing the preparedness of all departments, the Divisional Commissioner directed the concerned agencies to ensure uninterrupted availability of essential services, including safe drinking water, reliable electricity, adequate transport facilities and medical aid for devotees. He emphasized the importance of special cleanliness drives and directed the concerned departments to undertake desiltation of the canal flowing through the Tulmulla temple complex to enhance the overall ambience and provide a clean, aesthetically pleasing and spiritually enriching environment for devotees. The Divisional Commissioner instructed Srinagar Municipal Corporation to deploy adequate mobile toilet facilities at the shrine and directed the executing agencies to expedite all ongoing works at Tulmulla well before the commencement of the mela. Highlighting the expected influx of devotees from Jammu, Delhi and other parts of the country, he stressed the need for close coordination among all departments to facilitate smooth movement of buses and ensure timely arrival of pilgrims at their destinations. He further directed all concerned agencies to maintain the highest standards of cleanliness, sanitation and public convenience at Tulmulla and other shrine locations that witness the participation of thousands of Kashmiri Pandit devotees during the festival. Relief and Rehabilitation Commissioner (Migrants), Dr. Arvind Karwani, along with members of various temple committees, joined the meeting virtually from Jammu. They reviewed the preparations being made for the annual festival, expressed their readiness to facilitate the pilgrimage, and shared valuable feedback and suggestions aimed at ensuring comprehensive arrangements and a seamless experience for devotees visiting the shrines. Deputy Commissioner Ganderbal was instructed to ensure effective coordination among all stakeholders and oversee the provision of requisite facilities at the temple complex and designated accommodation sites. Senior Superintendent of Police, Ganderbal, was directed to put in place comprehensive and foolproof security arrangements to ensure a safe, peaceful and hassle-free pilgrimage for all devotees. Div Com Kashmir reviews SANJY-2026 arrangements, Interacts with stakeholders at Pahalgam Emphasises seamless facilities, expeditious completion of Yatra works ANANTNAG, MAY 30: Divisional Commissioner Kashmir, Anshul Garg, today visited Pahalgam and chaired a review meeting at Pahalgam Club to assess the preparedness and arrangements being put in place for the smooth, safe and successful conduct of the forthcoming Shri Amarnath Ji Yatra (SANJY)-2026. The meeting was attended by Deputy Commissioner Anantnag (Yatra Officer Pahalgam Axis), Dr. Bilal Mohuddin Bhat, Chief Engineer, KPDCL, CEO PDA, ADC, SP, CPO, SEs Hydraulics, PWD and KPDCL, ACD, SDM Pahalgam, CMO, CAHO, DFO, ALC, AD FCS&CA, CEO MCA, EO MC Pahalgam, officers from Beacon, F&ES, Traffic Police, SDRF, representatives of telecom service providers and other concerned officials. During the meeting, the Divisional Commissioner undertook a comprehensive review of arrangements being put in place along the Pahalgam axis and other locations connected with the Yatra. Detailed discussions were held regarding augmentation of infrastructure, strengthening of essential services and ensuring seamless coordination among all stakeholder departments. Reviewing the preparedness of the Jal Shakti Department, the Divisional Commissioner directed officers to ensure uninterrupted drinking water supply at all camps, halting stations and along the Yatra route. He stressed the need for installation of adequate water storage facilities and regular monitoring of water quality. While reviewing the preparedness of KPDCL, he directed the department to ensure seamless power supply at all camps, service establishments and locations of importance. He also called for adequate backup arrangements to prevent any disruption during the Yatra period. The BRO authorities were directed to expedite road maintenance and repair works and ensure that all roads connected with the pilgrimage remain motorable and safe for pilgrims and service vehicles. They were further instructed to explore the possibility of early installation of two way bridge at Sarbal besides expediting the work on construction of rain shelter sheds at all identified locations along the track towards the Holy Cave. Reviewing healthcare arrangements, the Divisional Commissioner directed the Health Department to ensure adequate deployment of medical personnel, availability of medicines, emergency response systems including ambulances and fully functional healthcare facilities at designated locations. The Municipal authorities and Rural Development Department were instructed to ensure robust sanitation measures, effective waste management and cleanliness at all camps and along the Yatra route. Further, CEO PDA, SDM and EO MC, Pahalgam were asked to devise a proper strategy for full sanitation and cleanliness of main town Pahalgam as well as the adjoining areas. The Fire and Emergency Services Department was directed to keep adequate firefighting and rescue arrangements in place, while the concerned telecom agencies were asked to ensure the communication facilities remain active thoughout the pilgrimage period. The Divisional Commissioner emphasized the need for close inter-departmental coordination and directed all departments to complete their assigned works within stipulated timelines so that all arrangements are put in place well ahead of the commencement of the Yatra. He further asked the departments to ensure the respective service providers are issued the RFID Cards well in advance for facilitating their mobilisation on the Yatra track. On the occasion, the Div Com was also briefed about the plans devised for effective transport management, status of essential commodities stocking, on spot registration facilities and other vital aspects of the Yatra. The UPSC Civil Services Preliminary Examination 2026 was conducted successfully today across nine sub-centres established in Srinagar under strict supervision of Divisional Administration Kashmir, robust security measures, and elaborate administrative arrangements. All necessary arrangements, including uninterrupted power supply, were ensured to facilitate the smooth conduct of the examination. Meanwhile, for the first time, face authentication for attendance of  candidates was carried out with 100 percent success across all sub-centres. 2,001 candidates including 27 PwD candidates appeared in the examination. Div Com Kashmir reviews preparations for SANJY-2026 Stresses to expedite registration of Service Providers, Timely execution of Developmental Works SRINAGAR, MAY 21: Divisional Commissioner Kashmir, Anshul Garg, today chaired a high-level meeting to review the preparedness for the annual Shri Amarnath Ji Yatra (SANJY-2026). The meeting was attended by the Deputy Commissioners of Anantnag, Srinagar, Ganderbal and Bandipora, Commissioner SMC, besides Heads of Departments from Rural Sanitation, ULB, Health, FCS&CA, BEACON, KPDCL, PHE, R&B, Animal Husbandry and Labour Departments. Representatives from telecom service providers including BSNL, Jio, Airtel and G-Max were also present. Reviewing the registration process of service providers, the Divisional Commissioner emphasized on expediting registrations to meet the target of 28,000 service providers besides ponies. He directed concerned authorities to ensure timely generation of RFID cards for all registered service providers by May 30. The Divisional Commissioner also reviewed the development of pony stands and was informed that essential infrastructure works including fencing and development of sheds has already been completed. He further instructed officials to conduct health check-ups of ponies and ensure adequate availability of fodder along the yatra routes. Taking stock of telecom connectivity and bandwidth availability at base camps and along the yatra axes up to the Holy Cave, the Divisional Commissioner directed telecom companies to ensure uninterrupted and efficient network services during the pilgrimage period. Chief Engineer KPDCL was asked to provide uninterrupted power supply to telecom installations. The meeting also reviewed snow clearance operations, construction of gabion and breast walls, and ongoing repair works along the yatra tracks. Deputy Commissioners were directed to personally inspect the repair and maintenance works being undertaken along the axes. To facilitate smooth movement and convenience of pilgrims, the Divisional Commissioner called for augmentation of staff at yatri registration counters. He also instructed rationalization of registration counters across the three districts in view of the direct railway connectivity to Srinagar. Regarding the installation of tents at base camps, the Divisional Commissioner reviewed the allotment process and directed concerned committees to conduct mandatory fire safety audits. Besides, he reviewed the progress of developmental works being executed by the PHE, KPDCL, R&B, I&FC, SDA, PDA, Tourism Department, ULB and other allied agencies. While reviewing the arrangements, the Divisional Commissioner directed all concerned departments to ensure comprehensive facilitation and seamless coordination for the visiting cadets, particularly during their transit from Jammu to Srinagar and their visits to prominent religious sites, parks, and tourist destinations across the Valley. Emphasising the importance of efficient inter-departmental coordination, the Divisional Commissioner instructed the Floriculture Department to facilitate smooth entry of cadets into the renowned Mughal Gardens during their scheduled visits. He also directed the concerned authorities to ensure hassle-free transportation and traffic management for excursions to popular tourist destinations, including Gulmarg and Sonamarg. Further, the Divisional Commissioner advised NCC officials to share detailed event schedules with related departments to enable timely arrangements and effective execution of the programme. He also instructed officials from Kashmir University and the Police Department to nominate subject experts for delivering guest lectures on various themes during the camp. Divisional Commissioner Kashmir reviews Eid-ul-Adha arrangements SRINAGAR, MAY 07: In preparation for the forthcoming Eid-ul-Adha celebrations, Divisional Commissioner Kashmir, Anshul Garg on Thursday convened a high-level meeting to review and finalize arrangements for the smooth and peaceful observance of the festival across the Kashmir Division. During the meeting, the Divisional Commissioner directed the KPDCL officers, to ensure uninterrupted power supply at prominent religious shrines including Hazratbal Shrine, Kalashpora, Jenab Sahab Soura, Ziyarat Sharief Kabamarg and Khiram in Anantnag, Ziyarat Sharief Makhama, and Aham-i-Sharief in Bandipora. He further instructed the concerned departments to maintain adequate and uninterrupted supply of potable drinking water and to address any water-related issues promptly. Emphasizing the importance of ensuring availability of essential commodities during the festive days, the Divisional Commissioner directed the concerned authorities to maintain sufficient stocks of rice, atta, sugar, and other daily essentials throughout the Valley. To meet the anticipated demand for sacrificial animals, the Director Sheep Husbandry was asked to ensure adequate availability across Kashmir Division ahead of Eid-ul-Adha. Wakf authorities were also directed to properly regulate designated sale locations for sacrificial animals to prevent traffic congestion and inconvenience to the general public. The Divisional Commissioner stressed the need for extensive market inspections to curb overpricing and prevent the sale of substandard goods. He called for close coordination among enforcement agencies to ensure fair pricing and adequate availability of essential commodities, particularly mutton and poultry. In order to maintain cleanliness and create a festive atmosphere, special sanitation drives were directed to be carried out in and around mosques, shrines, marketplaces, and residential areas. The Srinagar Municipal Corporation was instructed to deploy adequate manpower for door-to-door collection of animal hides. For smooth vehicular movement during the festival, traffic authorities were directed to implement effective traffic management plans around major mosques and marketplaces. The Divisional Commissioner also instructed the Health Department to deploy medical teams at major shrines and mosques to provide immediate healthcare assistance in view of the expected large gatherings. To ensure safety and security at congregation sites, directions were issued for deployment of fire tenders and adequate security personnel to facilitate the peaceful celebration of the festival.
