In December 2024, NATO formally identified 12 defence-critical raw materials essential to modern military production. Rare earths were on the list. The reason is simple: Modern defence systems rely on them, while most of the global processing capacity is concentrated in China.

Australia is betting on changing that. In 2022, the Morrison Government backed Eneabba with a A$1.25 billion loan. In 2024, the Albanese Government expanded support to A$1.65 billion. Two successive governments backing the same project at that scale is difficult to ignore.

China controls roughly 90% of global rare earth refining and separation capacity. The strategic bottleneck isnโ€™t digging materials out of the ground. Itโ€™s turning them into usable industrial inputs. Thatโ€™s where the leverage sits.

The key insight: The critical minerals story isnโ€™t really about mining. Itโ€™s about processing. Countries like Australia, Canada, and the U.S. have significant mineral resources, but for decades much of the worldโ€™s refining and separation capacity became concentrated in China.

Before Dec 9, 2025, ORE's mint authority was controlled by the mining program. The same contract that ran rounds held authority to issue new tokens. That contract was upgradable. Every proposal to change the mining rules carried the structural risk that someone could change the cap, too. The fix was separation. A dedicated mint program was deployed. The SPL mint authority migrated to it. Then the mint program's upgrade authority was revoked. Frozen. The frozen mint program enforces three rules: โ€ข Max supply: 3,000,000 ORE โ€ข Max per mint call: 2 ORE โ€ข Minimum gap between mint calls: 150 slots (~60 seconds) The ceiling resolves to 2 ORE per minute. The rules are not parameters. There is no upgrade path. The rules are the contract. Max supply was also reduced on the same day: 5M โ†’ 3M A 40% cut, applied before the keys were thrown away. ORE was on track to reach 5M slower than planned, so the cap was reduced to minimize unnecessary supply overhang. 3M splits cleanly. 0-1M is the early game. 1M-2M is mid. 2M-3M is end. The mining program โ€” round mechanics, fees, RNG โ€” stays upgradable. The supply is not. ORE holders are protected from supply changes. Forever. Over $28.75M spent on ORE buybacks since launch! โ›๏ธ ORE's grid mining protocol collects 10% of every SOL mining reward as revenue and uses it to automatically buy ORE on the open market. 90% of bought ORE is buried, and 10% is distributed to ORE stakers as yield. So far the program has bought back 288k ORE, or about 38% of supply.
