Last week, Elm City Communities celebrated $2 million in federal funding secured by U.S. Rep. Rosa DeLauro for the redevelopment of Westville Manor and 34 Level St. into 149 units of new mixed-income and senior affordable housing.

Elm Haven, built in 1940, was one of the first public housing developments in the United States. It was home to generations of New Haven families. It was also a model that, over time, showed us what needed to change.
