This happened to another company a number of years ago - the collapsed company could not be taken over due to the nature of its business, so the government brought in a third party to control it, which then, in turn, was sold a few years later via a share float via banks

Doing it this way, the biggest shareholder ended up being from the country the government was trying to stop the company from being taken over!
