Added political layers of review for spending over $50K have created a backlog of 1,400 projects, holding up $362M of spending at National Parks alone. Staff say it's unprecedented - two years ago the backlog was less than 10 projects - and it could have major impacts.

NEW: The IRS slashed staff last year. One idea it had to ensure public-facing operations weren't disrupted was to move HR and IT staff with no experience into roles processing tax returns.
One problem: a large portion of those employees are failing their certifications to do so
