Not everything is rigging/conspiracy/dangerous dawg. IPO alloc was never done in US w/ pure lottery system like here. It's based on relationship b/w brokers and the investment bank underwriting it. The IB and listing co want it to be successful and not traded only for the "pop".

As it should be. They have got discretionary allocation so they should not be allowed to flip without some penalty. Even in India when there is discretionary allocation - like to anchor investors- there is a lockup.
