The definition of it should nearly admonish the utility of it’s existence. At a base maxim of need for governance:
Establish essential services, health & civil standards and sustainable defenses of its people. Nothing further than need.
However….
🔺Negligence beyond the service of its people should be held in contempt by a free nation and subject those responsible to punishment/permanent expulsion from any office.
🔺Willful negligence, criminal action or otherwise treasonous behavior against the people by elected offices should result in execution.
Adherence to both benchmarks removes under qualified and/or criminal effects upon the people.

In my estimation the job of government is to simply exist. By any and all means possible. And I would say the metric to measure if that's true or not is it's overall growth year over year.
