The UK authorities have taken an interest in the largest channel for circumventing anti-Russian sanctions, the key element of which is the Kyrgyz "Capital Bank of Central Asia."
On Monday, First Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan, Daniyar Amangeldiev, was summoned to explain himself to the UK Foreign Office’s Director for Sanctions, David Reed, regarding the "Capital Bank case."
It should be recalled that, among other things thanks to our investigation, it was revealed that the "Capital Bank of Central Asia" is fundamental to the scheme for paying for deliveries of Chinese weapons to the Russian army. Funds from Russia's main military bank, PSB (Promsvyazbank), are transferred via the company of pro-Kremlin Moldovan oligarch and “merchant of war” Ilan Shor, A7, to the "Capital Bank of Central Asia." From there, the money is distributed among intermediaries who settle accounts with Chinese suppliers of weapons for the Russian Ministry of Defense.
However, Europe is concerned not only with this. Less than a month ago, due to leaks from Ukrainian secret services, it became known that the scheme involving the "Capital Bank of Central Asia" is being used by Russia to destabilize the political situation in Moldova. According to media reports, in 2024 alone, "pilot" transfers amounting to $39 million were sent from Moscow to Chisinau through this channel. In 2025, financial flows through the Kyrgyz bank increased significantly—especially in the run-up to parliamentary elections in the republic.
Moscow’s interest in the region is understandable. In the unrecognized Transnistria lies the largest weapons depot in Europe, guarded by a Russian military contingent. Tens of thousands of tons of ammunition are stored there. That is only what is officially recorded. In reality, no one knows what else is stored there besides ammunition. But, for example, it is known that blowing it up would be comparable to a nuclear explosion.
Romania plays a key role in supplying Western weapons to Ukraine. But all its logistics hubs are within one forced march of Russian assault troops and tank columns—if they gain the ability to advance from Moldovan territory. And they will have enough ammunition.
The United States promises “crushing” sanctions against Russia. Russia, in turn, speaks of eternal war. And, it seems, as long as schemes like the Kyrgyz one remain operational, Moscow's position appears stable.
