Harvey Police Detective Javier ā€œMust Be Corruptā€ Magana was present, and Operation Greylord was also referenced during the meeting. Financial Distress Report (October 2025) Harvey reportedly declared financial distress under $164 million in debt on October 16, 2025. Leadership Changes & Disputed Claims (January–February 2026) Christopher Clark, the mayor of Harvey, Illinois, died on January 30, 2026, or according to other sources, may have entered FBI witness protection. Shirley Drewinski was unanimously elected by the City Council on February 23, 2026. Cook County Political Activity (March 2026) On March 12, 2026, Mayor Drewinski of Harvey attended a Cook County Board meeting and publicly praised Cook County Board President Toni ā€œMillion Dollarā€ Preckwinkle ahead of the primaries. There were also disputed claims regarding Cook County voter turnout figures during this period. State Financial Decision (April 2026) On April 2, 2026, Harvey’s request for financially distressed relief was rejected by the Illinois Department of Revenue. Police Contact & Allegations (May–June 2026) On May 26 and May 27, 2026, Harvey Police Detective Javier Magana left two voicemail messages for Zoe Leigh requesting a return call. On June 11, 2026, he requested that Zoe Leigh come into the Harvey Police Department regarding allegations that she allegedly witnessed or had knowledge of fires in Harvey, Illinois. They Called It Leadership Training—Now Its Alumni Are Running Chicago Institutions The Fabric of the Community Just Got Stronger ā€œAfter launching UNO’s Metropolitan Leadership Institute (MLI) in 2001, Chicagoland has reaped the benefits of a new brand of Latino leadership.ā€ — Juan Rangel From business executives and media professionals to government administrators and elected officials, the Metropolitan Leadership Institute (MLI) served as UNO’s leadership incubator under CEO Juan Rangel. Alumni such as Nancy Andrade (Mexifeast Foods, Class of 2009), Ray Giderof (Deputy Director of Construction, Class of 2007), and Silvana Tabares (EXTRA Newspaper, Class of 2010, later Illinois State Representative and Chicago Alderman) reflect the program’s strategy of placing graduates throughout Chicago’s business, media, nonprofit, and governmental institutions. MLI was designed to build a network of Latino civic leadership that extended far beyond UNO itself. Juan Rangel was the longtime CEO of UNO and the driving force behind MLI. Following his departure from UNO in 2013 amid controversies involving school construction contracts and subsequent SEC allegations related to bond offerings, he later launched the Mexican American Leadership, Policy and Action Committee (MALPAC), continuing his efforts to cultivate Latino leadership in both the public and private sectors. Nancy Andrade (MLI Class of 2009) served as President of Mexifeast Foods before moving into public service. She later served on the City of Chicago Board of Ethics and was appointed by Mayor Lori Lightfoot as Chair and Commissioner of the Chicago Commission on Human Relations in 2021. In March 2026, Andrade resigned from the Johnson administration following disputes surrounding a city report on antisemitism and allegations of a hostile work environment within City Hall. Ray Giderof (MLI Class of 2007) rose through Chicago’s public construction and infrastructure system before being appointed Executive Director of the Public Building Commission, placing an MLI alumnus in charge of major public construction projects throughout Chicago and Cook County. Silvana Tabares (MLI Class of 2010) transitioned from journalism at EXTRA Newspaper into elected office, first serving in the Illinois House of Representatives and later becoming Alderman of Chicago’s 23rd Ward. Looking back, Rangel’s prediction appears to have come true. The graduates of MLI did not simply become community leaders—they became decision-makers embedded throughout Chicago’s political, governmental, media, and civic institutions. Supporters may view this as the successful development of civic leadership. Critics may see something else: a well-connected pipeline that placed alumni throughout the very institutions responsible for shaping public policy, distributing public resources, managing public projects, and influencing public opinion. Twenty-five years later, the question is no longer whether MLI produced leaders. The question is how much influence that network has accumulated throughout Chicago’s power structure—and whether the public fully understands the reach of the institutions and relationships that helped shape it. CHICAGO FLIPS RED INVESTIGATES FROM KICKBACKS TO CONFLICTS: WHO IS WATCHING THE CHICAGO HOUSING AUTHORITY? The federal indictment of former Chicago Housing Authority Director Ryan Ross and construction company owner Vanessa Rhodes raises serious questions about oversight, contracting, and accountability at CHA. Federal prosecutors allege Ross received more than $421,000 in kickbacks in exchange for steering more than $4.8 million in CHA work to companies connected to Rhodes. The allegations have many Chicagoans asking a broader question: How many other contracting relationships throughout Chicago government deserve closer scrutiny? Chicago Flips Red believes the public deserves transparency regarding the relationship between former Alderman Walter Burnett Jr., developers operating in and around the 27th Ward, and entities that have received public housing-related opportunities. It is a matter of public record that Burnett was considered for the position of CHA CEO. Public reports also show that concerns were raised regarding potential conflicts of interest and his relationships with private developers during that process. Chicago Flips Red is calling for a full review of: • CHA contracting practices• Developer relationships connected to CHA projects• Political influence in housing decisions• The appointment process for major public housing leadership positions The Ryan Ross indictment demonstrates that oversight matters. Christian Maxwell Unveils SouthSide Reparations Proposal at City Hall Housing Committee Republican congressional candidate Christian Maxwell, who is challenging incumbent Jonathan Jackson for Illinois' 1st Congressional District, appeared before Chicago's Committee on Housing and Real Estate to introduce what she describes as the first major policy proposal of her campaign. The committee is chaired by Byron Sigcho-Lopez, who currently serves as chairman of the City Council's Committee on Housing and Real Estate and has also launched a congressional campaign in Illinois' 4th Congressional District. Speaking before the committee, Maxwell outlined what she calls the "SouthSide Reparations Act," a place-based economic redevelopment proposal focused on neighborhoods throughout Chicago's South Side. According to Maxwell, the program would not be funded with taxpayer dollars. Instead, she argues that private fundraising efforts similar to those that helped finance the Obama Presidential Center could be utilized to invest directly into communities that have experienced decades of disinvestment. "This is a place-based program, not a race-based program," Maxwell said. "The damage affected entire communities. Damage knew no color." Maxwell said her proposal is intended to address long-standing concerns involving housing, economic development, property ownership, neighborhood investment, and quality of life throughout Illinois' 1st Congressional District. "The people are my concern," Maxwell stated. "I see the struggles of residents across the First District who have been waiting for real help while politicians continue putting themselves first." The Harvey Police Department has a long and well-documented history of corruption investigations, lawsuits, and public controversy. On June 11, 2026, Detective Javier Magana contacted Zoe Leigh and requested that she come to the Harvey Police Department. During a phone call at approximately 11:51 a.m., Detective Magana stated that investigators allegedly have video footage and witness statements claiming Zoe Leigh was involved in setting fires in Harvey, Illinois. Zoe Leigh denies those allegations and states that she has not been in Harvey since May 12, 2025, when she attended and spoke at a press conference in support of former Harvey City Council Member Colby Chapman and spoke publicly about concerns regarding corruption and government accountability in Harvey. For more than a year, Zoe Leigh and Chicago Flips Red have documented and raised questions regarding the proposed retention pond project on Myrtle Avenue, which resulted in the displacement of numerous residents, including members of the Poole family. Critics have questioned both the compensation provided to affected residents and the continued delays in construction. Maze ā€œWhat’s in It for the Black People?ā€ Jackson brought many of the foreign-owned business owners he works with to support the expansion of sweepstakes machines in gas stations and corner stores before the Committee on License and Consumer Protection. Chicago Flips Red happened to be in the meeting advocating on behalf of property and business owners on the South and West Sides, whose businesses are being unlawfully demolished without court orders. That is a violation of the Fifth Amendment and the Blighted Areas Redevelopment Act of 1949. City of Chicago officials are blaming these actions on ā€œpolice powers,ā€ while the City of Chicago Law Department has outlined three steps to seek compensation — starting with your alderman and the $1.5 million in annual menu funds each ward receives — before attempting to settle prior to going to court. BEFORE THE BILLIONS WERE SPENT: The West Lawn Warning Nobody Wanted to Hear While the "New Americans Plan" under former Chicago Mayor Rahm Emanuel was being implemented, 23rd ward Alderman Silvana Tabares made it clear that hundreds of migrants should not be moved into the vacant Kmart property in West Lawn. The Illinois Department of Human Services was reportedly preparing to relocate 658 migrants to the former Kmart at 7050 S. Pulaski Road. State Representative Angie Guerrero-Cuellar also sent a letter asking state agencies to pause the project until officials could ensure the site was suitable and ready for families. The proposal ultimately faced significant opposition and did not move forward at that location. As a result, migrants were instead housed at various locations throughout Chicago, including Englewood, South Shore, Auburn Gresham, Hyde Park, Streeterville, and downtown neighborhoods.
