If it was from 14-17, puberty would have been halted at 14 when a good portion of development had already occurred. If it was from 11-14, you would have looked prepubescent at 14. The Endocrine Society recommends them at Tanner 2 (~age 11). From 11 to 17 = prepubescent at 17.
