Healey’s resignation will lead to more questions about the future of govt. But it also demands an answer to a larger question: how progressives should define, build and sustain a modern British nation. My lecture on Monday set out how we do this👇 youtube.com/watch?v=35yHt9nE…

(1/4) 🧵 Today, I delivered the inaugural Addison Lecture where I set out what progressive leaders can do to meet the challenge of the populist right in Britain. I believe it starts with a simple idea: nationhood 🇬🇧

👏👏Really useful report by @CBTransport on the lessons we need to learn to set Great British Railways up for success. 🚂Renationalising the trains is not a silver bullet. But done well, it has the potential to deliver major change - not just for rail itself - but through the wider economic and social benefits it could unlock. 🤔For that to happen, we need to start thinking about how we set this new arm of the state up for long-term success. Great to see this discussion taking shape.

🚂 Great to be in Portcullis House yesterday to launch our new interim report on the future of Great British Railways. At our event, we spoke with representatives from both chambers, including representatives from both the Labour Party (including @elsieblundell) and the Lib Dems. 🤝 As the legislation progresses, we hope our research will support the government to ensure GBR is set up not just to launch, but to last. (1/3)🧵 🚂The govt’s plan to renationalise the rail is ambitious and popular – but is changing ownership enough of a fix? Two of the best international examples of well-run rail networks are: ✅ Japan: privately run rail industry ✅ Switzerland: state-controlled And two that have struggled over the last 30 years are: ❌ Germany: state-owned rail industry ❌ UK: privatised in the mid 1990s

Today, FGF is publishing a new paper with recommendations on how government can set GBR up for long-term success. Recommendations include: 👉 Define and clearly articulate the overarching purpose of GBR – and from this, instil a strong organisational culture. 👉 Avoid political micromanagement. Ensure the new organisation has an appropriate level of operational autonomy – and aim for better, not more or less, regulation. 👉 Go with the grain of devolution. Ensure rail reform is ‘done with’ rather than ‘done to’ nations and regions. 👉 Tell a stronger story. Boost awareness in Westminster and among the public with a compelling story about how these changes will improve passenger experience, boost growth and unlock opportunity.

The Government’s #PrideInPlace (PiP) programme has the potential to have a real impact on communities across the UK – so how can government maximise the power of this agenda? 💪💪 This week, we have two guest authors from @grapevinecandw – an organisation working with disadvantaged communities in Coventry and Warwickshire – writing for us. They have developed five tests to guide the successful delivery of PiP: ❓Are the most disadvantaged people in the room? ❓Is responsibility with the right actors, or are people expected to solve problems beyond their control? ❓Does participation enhance people’s lives, or extract their input? ❓Who sets the agenda? ❓Who is actually benefitting, and in what way? 🥁Full article in the comments.🥁

🫅 While the political significance of the King’s Speech continues to be pored over, the FGF team have looked at the legislative content to see if what has been set out can rise to the challenges we face as a country. ❓What were the most significant proposals announced? ❓Where does the programme show real ambition? ❓Where does it remain overly cautious? ❓And ultimately, does it promise the kind of transformation required to renew the nation? 🚨Spoiler alert: While 35 new bills indicate a clear sense of ambition from the government, there are still major questions around the mechanics of delivery. 📉 Do the UK’s fiscal rules need to change? 📉 No set of #FiscalRules or fiscal institutions will ever be perfect. So it’s important that we keep questioning them. Today we’re publishing our evidence to the Lords Economic Committee, which sets out several ways to improve the current approach. Our suggestions include: ✅ Moving away from fixed numeric targets towards more judgement-based decisions, allowing greater flexibility and responsiveness to the economic cycle, and reducing the tendency to fixate on short-term fiscal headroom ✅ Creating a distinct ‘preventative’ category of spending, with the fiscal rules targeting a balanced budget in the current spending category, potentially excluding those prevention budgets ✅ Implementing greater fiscal devolution so that not all the strain is being taken by the centre Check out Chief Economist Dan Corry’s blog for more: 👇 futuregovforum.substack.com/…

🚂What’s happening to Britain’s railways? 🚂 When the government nationalises the railway next year, it will become the second biggest public employer after the NHS.🎉 ✅So, how can we make sure Great British Railways (GBR) is set up for success? At FGF, we’re looking into this. We want to highlight the big strategic choices that need to be made – and the trade-offs that these will entail – as this major new state institution is created. This means answering key questions like: -What sort of culture needs to be instilled in GBR and how can it define its purpose in a crystal clear way? - What sort of frameworks, relationships and regulatory powers need to be in place to ensure it can operate effectively? - How should GBR engage with mayors – and can this be done on trust alone, or might we need something more formal in place? -How do we balance the creation of a new centralised GBR with the trend towards ever more autonomy and power at local and regional level? Getting this design right is not only about building a great new rail system. It’s about showing what a modern, progressive approach to one of our great public services is, and how we can apply that approach elsewhere to (re)build public institutions that are fit for the future. 🎉We’re delighted to be launching the first report from our Social Insights Panel in the House of Lords this afternoon 🎉 The report argues that we need a mindset shift on how #PublicServices are delivered if we want to make them truly preventative. Here’s @pollyn1, chair of the panel, giving a few more details on the findings. 👇Full report below👇 futuregovernanceforum.co.uk/…
