While the decision on the global stocktake took most of the limelight especially in relation to mitigation, less attention was paid to the decision on the global goal on adaptation (GGA) where Parties struggled to find consensus on the GGA framework.

The loudest statement at this #COP28 plenary is the absence of small island states when the gavel went down.
Source described the stark contrast from the overflow room: while the plenary applauded, "here there is only anger or stunned silence."
