Actually, it wasn’t an American military officer who said this, but a British one: Lord Ismay, NATO’s first Secretary General. That said, it’s telling that Scholz’s conception of European geopolitics remains frozen in the mid-20th century: the immediate post-WW2 & early Cold War.
Former German Chancellor Scholz: NATO was founded — as a famous American military officer once said — for keeping the Russians out, keeping the United States in, and keeping the Germans down. There is a sense in it.

Most of the world never abandoned international law or the UN Charter–based system. It was the political West that, after the Cold War, kept pushing bloc-based logic, exclusivism & a "liberal rules-based order" that collided with & undermined the universality of the UN Charter.
The "rules-based international order" (rules for you, not for me) was premised on collective hegemony. There needs to be a return to international law as the world is now multipolar.

Claiming, as Mark Carney did, that a new global order can be rebuilt from Europe is deeply myopic. The Ukraine proxy war has exposed a longstanding reality: Europe is exiting history. The once-noble vision of European pan-continentalism was sacrificed on the altar of Atlanticism.

Since when has refusing diplomatic engagement & denying the objective realities on the battlefield come to be regarded as "courageous"? Since when did diplomacy itself become equated with "humiliation"? We are tragically living in intellectually & ethically impoverished times.
Kaja Kallas: Russia does not want to engage in any kind of dialogue. We should not humiliate ourselves by saying, "please, we beg you to talk to us." Instead, we should put them in a position where they move from pretending to negotiate to actually negotiating.
