2) In the context of post-conflict reconstruction, "paternalism" is better than "laissez-faire" when applied to investment. The Marshall Plan in post-conflict Europe is a hugely successful example of a paternalism approach.

3) For the responsible use of the funds and discouragement of corruption, post-conflict aid needs to be conditional on the implementation of appropriate economic policies, financial accountability, and transparency. Maps from post-conflict Kosovo promote such transparency.
