I think most teams prioritize retaining players much higher than getting transfers. Teams will pay what it takes to keep a star, even if it means they have no money to get any good transfers, because the negative PR from losing a star player is so harmful to the program

Wow, now Blaize Ward commits to Vandy.
He had one of the best true freshman seasons in Mizzou history, slashing .323/.411/.427 against SEC competition and being named SEC co-freshman of the week twice.
He also went 6-13 with 2 BBs against Vandy last year.
