The most chilling moment in the famous "Are We the Baddies?" sketch isn't the joke.
It's the realization.
The realization that the people wearing the skulls thought they were the good guys.
History is full of moments like that.

A good start would be only letting people who pay net taxes vote.
There is less chance that they will vote for "free" services since they're the ones that have to pay.
The villains in history rarely thought they were villains.
Most believed they were compassionate.
Most believed they were enlightened.
Most believed they were on the right side of history.
That's what makes the question so uncomfortable:
How would we know if we're repeating their mistakes?

Bad behavior includes:
- unpaid debts
- doing undeclared work
- links to extremist organizations
Seems like they should have already had something covering that last one.
