These laws cover sending messages that are "grossly offensive, threatening, indecent, or menacing over communications networks" - so arrests include people sending threatening text messages, harassing stalking victims with malicious phone calls, unsolicited pornographic images etc. The suggestion that it's an attack on "free speech" is nonsense.
