There isn't much that can be done with sporadic state legislation on internet age verification. Much of this comes from Jonathan Haidt "Anxious Generation" analyses, which blame the internet for making young women anxious through exposing them to pictures of more attractive women, but much of it also comes from religious hysterics.
I would get off Discord (isn't that for O9A prole cruelty cults and troon groomers?) and use mIRC or a newer open source p2p alternative.
As for games themselves, I found forums and life-long friends through gaming, but this was when you could host your own server. If you want to do that now, you'll have to, e.g., downgrade to a more patrician version of CS like the 2.xx-5.xx betas or 1.6. There are decentralized options for legacy consoles as well if you're not a PC gamer (e.g., alternative PS3 dns).
The third world and Russians deserve praise for preserving these spaces. If our youth are denied access to them, we'll just continue to fall behind.
