Another thought, what if stage break cautions were conditional?
Meaning any natural caution during Stage 1 or 2 eliminates the scheduled stage-end caution.
Only caution-free stages get the break at the end. Otherwise, the stage ends under green and the race keeps flowing.

Ofc no breaks is desired, but got the idea from watching CARS Tour with their 40 consecutive laps until a caution rule. Would at least make teams react as a race unfolds more naturally in the first half instead of everything centered around the guaranteed breaks.
