Jammu & Kashmir is home to the world’s largest ethnic migratory transhumant population, with over 6.12 lakh pastoralists. As a Union Territory with an existing framework of welfare provisions for pastoral communities, J&K provides an important model for understanding what works, and what still needs to be improved. In her study, Dr Smruti Smita Mohapatra examines the impact of ongoing schemes in Jammu & Kashmir and explores ways to strengthen support services for pastoral communities. Livestock is the lifeline of J&K’s rural economy, yet farmers continue to struggle with a severe shortage of veterinarians, limited hospitals, and poor emergency access. With only 19 veterinary hospitals and nearly 8,000 animals per veterinarian, delayed treatment and high costs have become a daily reality. Weak veterinary services mean lower milk yields, higher mortality, disease outbreaks, and greater financial stress on rural households.
