Perhaps I am reading it incorrectly, but the Turing scheme seems to be aimed at students enrolled in school or university, as opposed to educators / public sector workers?
Beyond the robots that deliver books, multilingualism as standard, and reading spaces that look like the foyer of a 5* hotel, the libraries of Helsinki are outstanding when it comes to public participation.
They put the budget in the hands of the users! An actual dream.
