Tiny Metal in general is one of those that just keeps getting so much better with each iteration that you can tell they really know what they're doing. I really recommend Full Metal Rumble and cannot wait for Tiny Metal 2 after playing it. I also hope Project Blitz happens soon.

It is not a lie. It's exactly what happened. Although, I get where Lance is coming from because Sony doesn't have to care about what From says -- but if it doesn't, would it ever get to work with From again?
Worth noting that FROMSOFTWARE have no say in what happens to Bloodborne, and this is PlayStation saying "oh sounds good, but FROMSOFTWARE don't want that" to a Bluepoint staff member. Which is very likely just a lie.
