The 150-mile billing restriction generally cannot be enforced on third-party resale sites like StubHub, SeatGeek, or TickPick. Once a local fan or a broker already has the ticket in hand, they can legally transfer it to anyone.
The media is having a lot of fun saying that 50% of the tickets sold on TickPick were purchased by New Yorkers, but please understand that the number of tickets that make it onto TickPick are only a fraction of the available tickets that were sold by the Spurs for the game.
