He uses these rats as projectiles and therefore they have no HP! However, the Rat King doesn't have an infinite number of rats. A second bar above the card shows how many rats he still has available. For each kill, he spawns one additional rat for each attack. A maximum of five spawned rats can exist on the field at the same time.
