If the FISA court extended Section 702 collection through March 2027, why does the impending statutory expiration matter? Without a statute, the government lacks clear legal authority to compel newly launched platforms or services to surveil their users. Existing auths only.

The lapse also freezes 702 surveillance. The government cannot modify its targeting procedures or ingestion pipelines to exploit additional or emerging technologies. The FISC is seems highly unlikely to approve novel programmatic expansions while the underlying statute is lapsed.
