"We have to build data centers in the US or they'll just build them all in places with lax regulations" is the same argument that's been used to support every nefarious or corrosive industrial development of the last century.

If you wanted to actually manage this process, we'd have national/regional goals re: MW of data center capacity. Facilities would have to compete for approval/support based on all of the other criteria we want from them (building out the grid, operating at low/no-emissions, etc).

As perhaps the most cash-rich industry in human history, they'd be required to build/generate their own capacity *and* add meaningful renewables capacity to the grid, to contribute excise taxes/fees that could be used to fund other things we need (social housing), etc.
