A low probability of collision can mean two very different things: you are genuinely safe, or the data is too uncertain to say. The second case means you're in the dilution region. One or both object's uncertainty is so large that it mathematically suppresses the computed Pc, and a dangerous close approach appears as low risk. Using a simple Pc threshold can miss this dangerous effect. Satcat detects Pc dilution and reports Maximum Pc, a conservative upper bound that scales the covariance to estimate the worst-case risk. There are no binding rules for who moves when two satellites have a predicted close approach. No treaty, no traffic laws. Coordination in orbit is voluntary. Roughly half of close approaches now involve two active satellites, not debris, which is exactly where coordination matters. And it matters most where automation is taking over: constellations that dodge autonomously still need a common way to signal who moves.
