Adrian, thank you. You've identified the two blades of the same scissors. Decades of underfunding stripped out the capability. The legal persecution of veterans stripped out the willingness. You can't rebuild one without addressing the other. A soldier who watches his colleagues hauled into courtrooms thirty years after the fact for decisions made under fire is not going to recommend the profession to his children. The recruitment crisis isn't a mystery. It's the predictable consequence of a political class that was happy to send men into impossible situations and equally happy to throw them to the lawyers afterwards. Until that changes, no funding settlement however generous fully repairs the damage.
