This is a perfectly executed Death Blast Obfuscated Laser (DBOL). Look at Falco's percent go from 25->27.

Also the best way for falco and fox to avoid any offstage lasers is to hold your reflector. You won't waste your shield and it's practically impossible for any lasers to hit you while in shine. Shine reflects projectiles from frame 4 onward.
