In the drill you just did you did not slide up you evaded a defender laterally. So I'd go back to what I was say about it depends on which foot is nearest the defender.
Depending on the size of the step I agree you may not be able to throw immediately upon your foot striking the ground however the second time your foot makes contact with the ground front foot or back foot you should be able to throw the football.
