the thing about balancing the low tiers is that some playstyles have no business being strong in a game like Rivals but their playerbase will be vocally upset if THAT part of their gameplay is changed/removed nobody, not pros nor casuals like playing against the sniper gameplan, it shouldnt exist but here it is at shit tier with both Black Widow and Hawkeye because the only way the playerbase wont hate it is if hardly anyone ever picks it same with Panther, in the few patches he was considered strong fucking NOBODY wanted to play against it ever but we had to begrudgingly let it through cause of the shitter on your team wanting to try it out while the enemy team has the crackhead ready to stomp you out of this 5 min FF game the only way Scarlet Witch can become healthy is if both her left click and her ult are completely replaced with different abilities but you know THAT is what SW players want to keep at all costs characters like Fanta with F tier ults can never be more than C/D tier because ultimate abilities are so important no matter how effective your neutral game if the payoff is trash it isnt worth playing
