A nationally respected civil rights litigator and Senior Special Counsel for Strategic Litigation at Public Counsel, Mark has spent decades advancing justice in some of the most consequential cases of our time. Across a remarkable career spanning more than 50 years—including 40 years at the ACLU of Southern California—he has led landmark litigation involving public education, voting rights, homelessness, immigrants’ rights, racial and gender discrimination, and more. His work has helped secure transformative outcomes for underserved communities, from improved educational equity and literacy access to protections for immigrants and unhoused veterans. Beyond the courtroom, Mark has also shaped generations of legal minds as a teacher and mentor at leading law schools. S. Candice Shikai is a Partner in the Los Angeles Hub of Quintairos, Prieto, Wood & Boyer, P.A. She concentrates her practice on defending corporate clients in cases involving product liability, premises liability, and complex general liability matters. Earning her J.D. from the UC Berkeley School of Law in 2015, Shikai gained valuable experience through a judicial externship with the Honorable Jon S. Tigar in the U.S. District Court for the Northern District of California. Prior to law school, she graduated cum laude from UCLA, with a B.A. in History and a minor in Philosophy. Outside of her practice, Shikai is actively involved in both the legal and broader community. She is involved in several professional organizations, including: Los Angeles County Bar Association (LACBA) Litigation Section - Executive Committee, Communications Co-Chair; Japanese American Bar Association (JABA) – Vice President, Board of Governors; and Association of Southern California Defense Counsel (ASCDC) - Member. Judge Stuart M. Rice (Ret.) is a highly respected mediator, arbitrator and neutral evaluator with JAMS, following more than 22 years of distinguished service on the Los Angeles County Superior Court. Appointed in 2005 after serving as a commissioner for two years, he spent his last four years in a complex civil court earning a reputation for fairness, efficiency and deep legal acumen. Judge Rice has been widely recognized for his contributions to the judiciary, including “Judge of the Year” honors from both the South Bay Bar and Long Beach Bar Associations. He served as President of the California Judges Association, member of the Judicial Council of California, a four-time member of the LASC Executive Committee and the chair of its Temporary Judge Committee for fifteen years. He currently serves as President of the California Judges Foundation. Before joining the bench, Judge Rice was a senior partner at Rice & Rothenberg.
