TRANSPARENT PROCUREMENT
18 months ago, we ventured into the civil construction procurement market. No prior experience, unfamiliar with market practices, but our goal was clear: be a reliable partner for society, contractors, and foreign allies.
We held thorough consultations with international partners & stakeholders to identify main obstacles 🏗️ construction companies had with public procurement procedures. We analyzed the Antimonopoly Committee’s practices to avoid pitfalls. We developed a unified procurement methodology for civil construction, now used by all our restoration offices.
In just a year, impressive results: avg. bidders in tenders nearly doubled from 1.48 to 2.9. On avg., 1.7 participants for all completed procurements, incl. 2.3 in e-procurement & 2.2 for procurements ranging from UAH 10-100M. Nearly double last year's figure.
HOW WE ACHIEVED IT
- Introduced tender procedures for civil construction and road maintenance that ensure full info for bidders. Simplified access for new contractors. Reduced discriminatory requirements. Provided contract performance guarantees.
- Implemented a system to review tender docs for non-discrimination, ensuring transparency.
- Implemented internal digital procurement approval system, integrated with the Prozorro e-procurement system, for automated risk analysis.
Most importantly, we developed a new methodology for analyzing construction material prices. Today, 20 offices use this algorithm.
