Yes yes and yes. See this really superb @ClearPathAction and @LucidCatalyst report from this year that my colleagues and I @TheBTI reviewed. In my view it’s the best quantitative analysis of this issue (for Iowa but same idea applies) that I’ve seen. x.com/wang_seaver/status/154…

Just about every utility in Indiana wants to add more low-cost wind to their generation fleet this decade. But wind developers are not proposing many wind projects -- there was very low wind RFP responses in 5 utility RFPs issued in 2022. Local wind bans are a big problem.
