He also urged Congress to undertake a comprehensive review of electricity pricing and subsidy mechanisms, including the implementation of the Lifeline Rate Subsidy Program under Republic Act No. 11552, and to examine distribution utilities such as Meralco to ensure that electricity pricing is fair, transparent, and genuinely aligned with the public interest. “This is about easing the burden on households and addressing a fundamental cost-of-living pressure,” Diokno said. “If these charges are legitimate, they must be clearly and intelligibly explained.
