Ukraine's long-range strikes on legitimate targets deep inside Russia are becoming more and more effective. They hit the infrastructure that keeps Russia's war machine funded. The goal is clear: Russia must be deprived of the capacity to sustain its aggression and continue its attacks on civilians.

Among all the European nations that have already joined the European Union or see such a prospect for themselves, Ukraine is the one making the greatest sacrifices for Europe. We are not simply carrying out internal reforms, nor are we simply going through a transformation. We are fighting for our state, for our independence, and for our right to choose our own path and to be Europe. And this right of ours is at the same time the right of every nation in our region. We are fighting for our freedom and theirs, for Europe for ourselves and for them – for the Baltic states and for Poland, for Hungary and Slovakia, for Romania and Moldova, and for the peoples of the Caucasus. That is why the fate of Europe is being decided here – it is being decided in Ukraine, in this war, and in how this war ends – and whether Russia will still have the strength and the desire after this war to threaten the existence of Ukraine and its other neighbors, and the entirety of Europe. That is why we must end this war with dignity and with guaranteed security. And this is what we will discuss with our partners during the G7 Summit in France, and later at the European Council Summit and at the NATO Summit in Ankara.

The Ukrainian side has noted another wave of manipulations regarding certain cooperation programs in the field of biosafety and public health in Ukraine. We once again reject these groundless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BWC). The Ukrainian side has never engaged in any activities related to the development, production, or stockpiling of biological weapons. For many years, cooperation between Ukraine and the United States in the field of biosafety has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity. This refers to ordinary civilian activities that comply with international public health standards and practices, and are entirely unrelated to any military objectives. The laboratory facilities involved in the relevant international technical assistance programs are diagnostic, scientific, or reference laboratories within the public health system, veterinary medicine, or other scientific institutions. The narrative of alleged "laboratories for the development of biological weapons" is not new – Russia has used it in its propaganda for many years. At the same time, all Russian accusations have been repeatedly debunked at the international level. For instance, in 2022, at the request of the Russian Federation under Article V of the BWC, an official consultative process was held with the participation of the States Parties to the Convention. During this process, all data regarding the relevant cooperation programs, their objectives, and implementation mechanisms were provided. As a result of the consultations, the allegations regarding the supposed development of biological weapons or the operation of military biological programs in Ukraine found no confirmation whatsoever. The relevant issues were also considered within the UN Security Council, where no evidence was presented to support the claims made by the Russian Federation. In December 2023, Ukraine officially reaffirmed its position at the meeting of the States Parties to the BWC, emphasizing that the 2022 consultative process had comprehensively addressed these allegations, and that Ukraine's cooperation with international partners in the field of public health fully complies with the provisions of the Convention. Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biosafety system. We call for reliance on the outcomes of international consultations and verified facts, rather than on distorted interpretations or Russian propaganda.

When we welcomed the start of dialogue with @YouTube, we said we trusted it would lead to consistent results. Today it has. YouTube has begun global removal of videos promoting Alabuga and other sanctioned entities. We welcome this decision and expect the process to continue. Alabu­ga is a Russian weapons factory. The Shahed drones assembled there are killing Ukrainian children in their beds, striking maternity hospitals, and destroying residential buildings across our cities on a near-daily basis. Alabuga is recruiting teenagers, some as young as 15, to work on those very production lines. Platforms that carry promotional content for Alabuga are not neutral service providers. They are part of the chain that sustains that production and enables Russian atrocities. YouTube recognised this and acted. Structured, direct dialogue with a platform of global reach produced a global result. We are grateful for that. We now call on all other major platforms to act without delay. The Alabuga recruitment campaign is active. It targets young people. It operates across multiple platforms simultaneously. Every day of inaction is another day that content recruiting teenagers to a sanctioned weapons manufacturer reaches its intended audience on the open internet. We are ready to extend the same dialogue to any platform prepared to act on the same basis.

Ukraine has consistently demonstrated its readiness for meaningful negotiations and has put forward proposals to make them happen, stressed @SpoxUkraineMFA Heorhii Tykhyi, spokesperson for Ukraine’s Ministry of Foreign Affairs, during his latest briefing. Therefore, calls for peace negotiations should be directed not at Kyiv, but at Moscow. Ukraine is actively seeking a path to end the war and achieve a just and lasting peace.

Today, Ukraine marks the Day of the Unmanned Systems Forces for the first time, honouring the world’s first dedicated military branch focused on the comprehensive use of unmanned and robotic systems. Behind every successful operation stand thousands of drone operators, engineers, analysts, software developers, and technical specialists who work tirelessly every day to defend Ukraine and its people. Thanks to their professionalism and dedication, unmanned and robotic systems help effectively destroy the enemy and bring a just peace closer. The Unmanned Systems Forces were established on 11 June last year. They have become an integral part of Ukraine’s modern military history and an example that many countries are now looking to. We thank every member of the Unmanned Systems Forces – everyone who develops new technologies, trains crews, and stands on the frontline in defence of freedom.

There are places in Europe that have remained almost unchanged for thousands of years – scattered across the continent. Ancient beech forests once covered nearly 40% of Europe. Today, only a few secluded areas of this untouched nature remain. These forests preserve the history of species, ecosystems, and the natural processes that shaped them, making them invaluable for scientific research. 93 such forest areas across 18 countries – including Ukraine – today are a part of the UNESCO World Heritage Site “Ancient and Primeval Beech Forests of the Carpathians and Other Regions of Europe”. It is the largest transnational UNESCO World Heritage Site in terms of the number of countries represented — and a reminder that Europe shares not only natural heritage and ecosystems, but also a common commitment to scientific research, conservation, and protecting these forests for future generations. #ValuesWeShare

Today, 47 states and the EU at the IAEA Board of Governors condemned Russia’s attack against Ukraine’s Centralized Spent Fuel Storage Facility near Chornobyl NPP. The message is clear: Russia continues to undermine nuclear safety and security through its illegal war against Ukraine. I thank our partners for their unwavering support. Now it is time to take action to stop Russia’s nuclear blackmail. It is time to increase pressure on the aggressor to stop strikes against Ukrainian civilians and nuclear infrastructure and return the Zaporizhzhia NPP to its rightful owner, Ukraine.

50 countries united for Ukrainian children. We are grateful to Bosnia and Herzegovina and Foreign Minister @DinoKonakovic for confirming their intention to join the International Coalition for the Return of Ukrainian Children. With this decision, the Coalition reaches 50 members – a significant milestone that reflects growing international unity in addressing one of the gravest consequences of Russia’s war against Ukraine. At the High-Level Meeting of the Coalition in Brussels on 11 May, co-hosted by Ukraine, Canada, and the European Union, 63 countries and international organizations were represented. Partners reaffirmed that the return of Ukrainian children is both a humanitarian imperative and an essential part of a just and lasting peace. Every new member strengthens our collective ability to locate, return, and support Ukrainian children who have been deported, forcibly transferred, or remain under Russian control. The Coalition also plays a vital role in advancing accountability, supporting reintegration efforts, improving tracing mechanisms, and ensuring that the return of Ukrainian children remains a global priority. As of today, 2,232 Ukrainian children have been returned home through the multistakeholder efforts coordinated within the framework of the President of Ukraine’s @BringKidsBackUA initiative. Russia’s control over Ukrainian children remains not only a humanitarian issue, but also a long-term security challenge that must be addressed as part of any just and lasting peace. Every verified case is not just a number. It is a child whose life has been shaped by war, occupation, and forced separation. We continue working until every Ukrainian child is returned home. #BringKidsBack

Ukraine–Nordic-Baltic Summit. I want to thank Estonia for hosting. The NB8 format is very practical. There are three key priorities: First, to make diplomacy more active. We discussed today how to do that. Second, to provide Ukraine with air defense and strengthen our cooperation to make Europe stronger. Third, important EU meetings are coming soon, and I thank every partner for supporting Ukraine. It is time to open all clusters. Everything is ready, and there is no reason to delay. I am also grateful to our partners for their readiness to continue strengthening sanctions against Russia. This is important. Russia must end its war, and only pressure can help achieve that.

Today in Tallinn, important meetings are planned with all the Nordic and Baltic countries.
