DATA CENTRE VISIT | Minister of Information and Communication Technology, Hon. Emma Theofelus, visited Angola's newly inaugurated National Data Center and Cloud infrastructure in Camama, Luanda, on 13 June 2026, where she was joined by the Namibian delegation attending ANGOTIC 2026. The Minister and her delegation were received by the Director General of Instituto Nacional de Fomento da Sociedade de Informação (INFOSI), Mr. André Mpumba Pedro, who took them through the facility and provided an overview of its infrastructure and operations. Following the tour, INFOSI Consultant Mr. Fernando Vicente provided further information on the operations of the data centre during a brief meeting with the Minister and the delegation and responded to questions. Minister Theofelus was impressed by the facility's advanced infrastructure and noted the importance of digital infrastructure development, as Namibia progresses with plans to establish its own national data centre. During the visit, members of the delegation engaged with officials on various aspects of data centre operations, infrastructure and digital service delivery. The Camama Data Centre forms part of Angola's broader digital transformation efforts and is integrated into a high-speed fibre-optic network connecting key government institutions.

SIGNING OF MOU | Minister of Information and Communication Technology, Hon. Emma Theofelus, and Angola’s Minister of Telecommunications, Information Technologies and Social Communication, Hon. Mário Augusto da Silva Oliveira, witnessed the signing of a Memorandum of Understanding (MoU) between Telecom Namibia and Angola Telecom at ANGOTIC 2026 in Luanda, Angola, on 12 June 2026. The agreement was signed by Dr. Stanley Shanapinda, Chief Executive Officer of Telecom Namibia, and Adilson Miguel dos Santos, Chief Executive Officer of Angola Telecom, and seeks to strengthen cooperation in digital infrastructure and cross-border connectivity between the two countries. The partnership includes collaboration on strategic telecommunications initiatives, including the Southern African Regional Submarine System (SARSSy), aimed at enhancing connectivity and supporting regional digital development.

TACKLING E-WASTE | On 12 June 2026, during ANGOTIC 2026 in Luanda, Angola, discussions between Minister of Information and Communication Technology, Hon. Emma Theofelus, and Ms Halima Letamo, Area Representative for Southern Africa at the International Telecommunication Union (ITU), highlighted the growing challenge of e-waste management across Africa. Ms Letamo emphasised the increasing concern posed by electronic waste on the continent and the importance of developing practical and sustainable measures to address it. The Minister noted that Namibia's National E-Waste Policy was adopted by Cabinet in 2022, with current efforts focused on developing implementation mechanisms to guide citizens and local municipalities on the proper handling and disposal of electronic waste.

COURTESY MEETING | On the sidelines of ANGOTIC 2026 in Luanda, Angola, on 12 June 2026, Minister of Information and Communication Technology, Hon. Emma Theofelus, held a courtesy meeting with Ms Halima Letamo, Area Representative for Southern Africa at the International Telecommunication Union (ITU). The engagement focused on key areas of cooperation aimed at advancing Namibia's digital development agenda. Discussions covered e-waste management, digital inclusion, and initiatives to ensure that citizens are equipped with the skills and access needed to keep pace with rapidly evolving technologies. The role of technology in disaster risk management was also highlighted, particularly the use of telecommunications and early warning systems to improve communication and citizen safety during emergencies. Matters relating to Direct-to-Home (DTH) broadcasting were also discussed. During the meeting, Hon. Theofelus highlighted the significant progress Namibia has made in strengthening its e-waste management framework, including legislative efforts that have already progressed through Parliament and are now moving towards implementation. She emphasised the importance of effective collaboration among stakeholders to ensure the successful execution of these measures. Ms Letamo reaffirmed the ITU's commitment to supporting Namibia's digital transformation objectives and expressed the organisation's readiness to work closely with the Ministry and relevant stakeholders. She noted that through partnership, capacity building and knowledge sharing, Namibia can continue to strengthen its digital ecosystem and remain competitive both on the African continent and globally.

SIGNING | Telecom Namibia and Angola’s Gabinete de Gestão do Programa Espacial Nacional (GGPEN) have taken a significant step towards advancing regional digital connectivity following the signing of a Pilot Commercial Agreement for the utilisation of the Angosat-2 satellite platform during ANGOTIC 2026 in Luanda, Angola, on 11 June 2026. The agreement was signed by Telecom Namibia Chief Executive Officer, Dr Stanley Shanapinda, and GGPEN Director General, Dr Zolana João. The agreement marks the transition from a successful proof-of-concept phase to a structured pilot aimed at evaluating the performance and commercial viability of Angosat-2 services. The partnership is expected to strengthen connectivity in remote and underserved areas, support key economic sectors, and enhance regional cooperation in the development of digital infrastructure across Southern Africa.

FAMILIARISATION VISIT | Deputy Minister of Information and Communication Technology, Hon. Wenzel Kavaka, visited the Paratus Armada Data Centre in Windhoek on 11 June 2026 for a familiarisation tour of the facility. During the visit, the Deputy Minister received a comprehensive briefing on the centre’s operations and services and was guided through its state-of-the-art infrastructure. Hon. Kavaka expressed appreciation for the advanced infrastructure and the important work being undertaken to strengthen Namibia’s digital capabilities.

INCLUSIVE DIGITAL TRANSFORMATION | Minister of Information and Communication Technology Hon. Emma Theofelus emphasised that digital transformation must be inclusive and accessible to all, stressing that no one is too old to benefit from connectivity and digital technologies. She made these remarks during the Ministers' Panel Discussion on "Critical Digital Infrastructure to Accelerate Digital Transformation" at ANGOTIC 2026 in Luanda, Angola, on 11 June 2026. Responding to a question from the moderator, Minister Theofelus noted that while young people are often quick to adopt technology, digital inclusion must extend to everyone. She highlighted that across Namibia, more people, including older citizens, are increasingly embracing digital technologies, demonstrating that age should never be a barrier to connectivity.

NAMIBIA & ANGOLA SIGN MOU | Minister of Information and Communication Technology, Honourable Emma Theofelus, attended the official opening of ANGOTIC 2026 in Luanda, Angola where she and the Angolan Minister of Telecommunications, Information Technologies and Social Communication, Mário Oliveira, signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation between Namibia and Angola in the ICT and media sectors. The MoU provides a framework for collaboration in areas of mutual interest, including the promotion of cooperation in ICT and media, the organisation of joint events and initiatives, the exchange of knowledge and expertise among employees, and collaboration on cybersecurity, among others. The agreement reflects the shared commitment of Namibia and Angola to deepen bilateral relations and leverage technology and communication to support sustainable socio-economic development. ANGOTIC is Angola's leading Information and Communication Technologies forum, bringing together governments, industry leaders, innovators, academics and technology companies to exchange knowledge, showcase innovation and explore opportunities for digital transformation across the continent. NBC @35 | The Namibian Broadcasting Corporation (NBC) marked its 35th anniversary on Friday, celebrating more than three decades of informing, educating and entertaining Namibians. The event brought together government officials, media stakeholders and industry leaders, with Speaker of the National Assembly, Hon. Saara Kuugongelwa-Amadhila, delivering the keynote address. In her remarks, Kuugongelwa-Amadhila highlighted the important role of the media in promoting democracy and accountability, while raising concern over what she described as the disproportionate portrayal of women in the media. She noted that such imbalances can affect women's confidence to participate in public life and undermine the democratic principles that the media is expected to uphold. She encouraged continued efforts towards fair and balanced representation in media coverage. Also speaking at the event, Minister of Information and Communication Technology, Hon. Emma Theofelus, congratulated NBC on reaching the significant milestone and commended the broadcaster for 35 years of dedicated public service. She praised NBC's role in informing, educating and entertaining Namibians, as well as its commitment to providing accessible and reliable information to communities across the country. The Minister expressed confidence in the corporation's future and said she looks forward to seeing NBC continue to evolve and strengthen its service to the nation in the years ahead.

COURTESY VISIT | The Public Service Commission (PSC), led by Chairperson Ambassador Patrick Nandago, today paid a courtesy visit to the Minister of Information and Communication Technology, Hon. Emma Theofelus, and the Ministry's leadership. During the meeting, the Commission introduced its newly appointed members and shared information on its mandate and role in supporting an effective and professional public service. The Commission also highlighted the importance of good communication between leadership and staff at all levels of an organisation. Discussions focused on ways government institutions can strengthen workplace relations and create an environment where employees are informed, supported and able to contribute effectively to service delivery. Minister Theofelus extended appreciation to the Commission for visiting the Ministry to discuss issues of mutual interest. She informed the Commission that Information and Communication Technologies evolve exponentially and require a responsive organisational structure with agile staff members. Additionally, she emphasised that as technology evolves,it is imperative for the public sector to fully embrace opportunities presented by digital transformation, streamline processes, continuously capacitate staff members, review applicable rules and regulations and ensure interoperability of systems to be able to deliver seamless services to the public.
