ALT Text: The Civil War Creates Absentee Voting Minnesota famously volunteered the first soldiers to the Civil War efforts, but did you know that Minnesota also created the first absentee voting for soldiers? In 1862, over a million Union soldiers were deployed far from their voting precinct during the Civil War. Recognizing the need to accommodate the voting rights of Minnesota soldiers who could not vote in person, Minnesota passed the 1862 Soldier Voting Law allowing the first mail-in absentee ballots, which later became the groundwork to modern day absentee voting.
