They should have the IRS audit every alien.   If they earned money and failed to pay taxes, it becomes a black and white legal issue.  They failed to file, they face penalties and fine and possibly jail time, or they can leave voluntarily.

The other physician is well liked by friends, neighbors, and colleagues. Tens of thousand followers on Facebook, LinkedIn, Instagram, etc. However, this physician has at best a 50% of curing the disease. Who would you pick Your vote is for some to do a job, not to be their friend

One physician is a real narcissistic arsehole. Unliked by colleagues and neighbors, but has a 95% success rate at treating the disease and providing you with a long and prosperous life.
